Client Benefit Insurance Services, Inc. (CBIS) is a family-owned, independent agency based in Santee. We’ve served San Diego County since 1982, helping individuals, families and employers with life insurance, health, employee benefits and business coverage.
Because we’re independent, we work with many insurance companies. For life insurance, that includes 80+ carriers rated A or better for financial strength by AM Best. We look across insurance companies for you and tell you when something is not a fit.

The people behind CBIS
Jeff Welty
President
Jeff Welty is President of Client Benefit Insurance Services, Inc. (CBIS) and oversees and leads the company. He has worked in insurance since 1976 and specializes in employee benefits.
His specialty is setting up payroll-integrated benefits, where employee benefits connect directly to the employer’s payroll so deductions, enrollments and changes stay in sync. He helps employers build benefit packages that give their people more while keeping company costs in check, using voluntary benefits, tax-saving plans allowed by the IRS such as Section 125 plans, and online enrollment tools.
Shannon Cummings
Account Manager
Shannon joined CBIS in 2008 and runs the agency day to day. She manages group health accounts for employers, from setting up new plans to handling existing benefits, carrier contacts and customer service.
She also builds and maintains the enrollment databases that hold employee information, plan choices and carrier files, which keeps open enrollment and mid-year changes on track for HR teams and employees. When a group needs something done, Shannon is usually the one they call.
